hi , i plan to build a USB programer as i can use wit my laptop . and i have abit confuse that mplab is a software to write the coding , and WinPicProg(by Nigel ) is a software to burn the coding into the PIC , am i right ?? . and i hope i can build up a USB programer that can use wit WinPicProg 1.91. ^^ thanks

You can't, USB programmers require specific software, as they have processors on board - order a Junebug or PICKit2.
