25 watt FM transmitter.

I have a 1-25 watt FM transmitter. I had it putting out 25 watts. Then one day I can't get more than 1.5 watts output. Tested with a dummy load. 1.5 watts output. Why? Antenna? Bad circuit in transmitter? Thanks.

A much more productive way to enable forum to help is information, such as post a schematic,
and even a well focused pic of board.
 
Try transmitting into a dummy load through a wattmeter to eliminate the antenna as a possible failure. Unfortunately, the power amplifier sections of these smaller radios tend to be undersized and are often the main point of failure.

Simple question: How are you measuring the output power?
