The 4029 is a binary/BCD up/down counter, which has 4 outputs. Given a clock pulse, the outputs will count 0000, 0001, 0010, 0011, ..., 1001 in BCD mode for the up direction, and 1001, 1000, ..., 0001, 0000 when counting in the down direction.
You mention a 4017, which has 10 outputs and only a single Q output high at a given time. If you want to get a similar output from the 4029, you can connect a 4028 (BCD - decimal decoder) to the outputs the 4029; this will give a function similar to the 4017, but you will be able to control the direction of the LEDs.
