4g/lte solution for remote monitoring

Can someone please advise where/how to find a better solution for our remote monitoring project? We need to setup two way voice/text/low data rate video/GPS coordination communications likely using 4g/lte network. Any recommendation on whose chipset (Qualcomm or Mediatek) and where to find system designer will be greatly appreciated.
