I won't say that it is possible to test all ICs with a DMM but you can probably test this one that way. All the inputs for any state will be either H or L (i.e. the supply voltage or ground). You can set up the IC using switches for the inputs and a pushbutton for the clock source. I would make sure to debounce the push button. You can then set different input combinations by changing the states of the switches, push the pushbutton connected to the clock source and then check to make sure you are getting the expected output. It will probably be impractical and/or laborious to check every single combination but you could check a handful and make sure it's working properly for at least those states. If it works for your selected test conditions, chances are it's working as it should. You can probably find this IC somewhere for very cheap. If you're uncertain if it's good or not, you can also just buy a new one.
