Are you sure you want to play with HV??? If you aren't comfortable I would stand away from stuff that can kill you!!
 

You do know that capacitances in series DIVIDE, don't you? 8 22uF caps in series only gives you 2.75uF. That is a useless filter capacitor. You should have at least 1000x that in order to filter out the ripple to a reasonable level!

Running LEDs directly off of mains is a stupid thing for a newbie to do. Don't do it.
 
koolguy.. you have no hope to making this without defining exactly what you want it to do and your budget.
