adding i.MX233 model into proteus ISIS

my motive is to do proof of concept without actual hardware (including eval boards as i need to buy many eval boards..) so ICD may not be a right solution for me

It might be the only solution..... NXP haven't a simulator either... The idea about dev boards is they are relatively cheap so you can do single step debugging...
