Simply look at the datasheet for the CD40194 in the first circuit and for the CD4017 in the second circuit.

You can make a 6-led Night Rider display with a single 4017 and a clock source. Just logically-or outputs 5 and 7, 4 and 8, 3 and 9, 2 and 10.
