I want to hook a 1.2 volt lamp up to a single cell nicad battery and when the battery voltage drops down to 1.2 volts, the circuit cuts off. Any thoughts?

I see a "gotcha" in that solution. Unless you have another stable voltage to run the comparator on, that won't really work. What you really need is a breakdown device, like a zener that's rated for 1.2V. That needs to feed a switch which in turn supplies current to your lamp. Or maybe just a couple forward biased diodes connected to the base of a transistor.
