I am teaching my self Programing of IC
What is a user friendly Compiler Software with a simulation program to enable me to test my programing and where I can go onto the net to find out about programing for beginners.
I will appreciate your help with this Issue

Considering you didn't even tell us what chip you were planning on programming there is absolutely no useful information we can give you.

Which language and chip are you intending to start with?

I would like to program Ic to perform basic functions at this stage.
Ie Turn lights on at a pacific time to activate a security camera and VCR when motion is detected.
I think this is called machine code .
Is this what you want to Know.
