can you convert a 250 watt 230volt HALOGEN lamp to led if so any idea where to find help i have a 10 watt led on a heat sink but its vcc is 12 volts

Where are you going to get the rest of the light? LED's aren't THAT much more efficient than halogens. As to a basic answer you would use a transformer and a current limited for the LED.
