CTR Electronics CANCoder Issue

My team and I have been stumped by the CTR CANCoder. We've tested all the soldering and have tested it with the Pheonix Tuner. Our problem is that the CAN Bus won't detect the CANCoder, yet the Pheonix Tuner is giving us readings. When power is given to the CANCoder, the yellow led flashes rapidly; however, that is only supposed to happen when a magnet is nearby which isn't the case. Any suggestions? Thanks in advance.
