I would like to know if i can cut an electrolytic capacitor positive lead so that the negative lead will be able to jack into a solderless breadboard since i think that only the positive lead is connected properly. Also by cutting the positive lead will this affect the capacitor in any way ?

It won't cause a problem. THe different lengths are just one way to tell which is the negative and positive. As long as you know which is which (and its also usually labelled on the capacitor) you'll be fine.
