dc-dc converter question

The circuit of fig 11 in the .pdf, although very complex, will provide the voltage and current you require.
You could do it for $5.00 by buying a mobile phone charger (car) from a $2.00 shop and convert the output. It will accept up to 24v input and provide 1 amp at 12v.
 
.As you know the circuit is for charging capacitors will it provide stable isolated output? and what major change should be required to do that the transformer ? or input resistor ? . Can anyone help me with what the MOSFET at the input doing ?
