I have a Dc 24v motor and I need 3 speeds for the motor
Can I just use a voltage regulator and change voltage for the motor , or better to use PWM Driver ? and why ?

Most voltage regulators, whether linear- or switcher-based, have current limit protection which will interfere with a motor's high inrush current upon starting. Some regulators will go into current foldback and not recover without removing power. As stated, PWM is the way to go. You'll still have to look at the maximum current the PWM circuit is capable of if you want full starting toque on the motor.
