That's no answer at all - if you want a 74HC04 then use one - if you just want an 'inverter' then you need to specify EXACTLY how you're wanting to use it.
You can use those MOSFETs to make a CMOS power inverter but the minimum gate and supply voltage will be 10V for proper switching of the MOSFETs.
Note that this will give a significant shoot-through current when being switched unless the input switching voltage is very fast (which will require a high current gate driver to rapidly charge and discharge the large MOSFET gate capacitances.
