do communication between mouse and micro-controller

i want to do communication between mouse and micro-controller(8051: at89c2051)
there are several questions:

1. i am not sure that the frequency of the crystal of 8051 is 11MHz and mouse's is 24MHz
is it necessary to make them to be same? it's because the frequency of mouse is faster than 8051. i think i may lower the frequency of mouse's to be 11MHz.

2. how to activate the mouse? ie. signal to a begin to mouse

3. how are the signals about 'up','down',left...etc

EDIT: The crystal speed shouldn't matter as long as you use the right serial speed
