Electromagnet repulsion vs attraction.

I have wound two electromagnets and the attraction is quite strong. When I flip one in relation to the other you would expect it to repel as the poles are the same. Instead it just attracts very weakly. Any idea's? This is confusing the hell out of me.
 
I'm only guessing, but it may be that the attraction of electromagnet A to the core of electromagnet B is greater than the magnetic field generated by coil B.

How close to the ends of the core does the winding go?
 
you may be right, I will have to remove some of the winding from the one that i believe is stronger.
