If I understand your problem correctly, you want to convert the pulsed variable frequency output from a turbine flowmeter to a voltage or current which can be used to drive a meter of some kind.
What you need is a "frequency to voltage converter", try googling for it.
If you are wanting to make something yourself, try the LM2907 IC.
If you want to buy a solution, there are many ready made F to V converter modules available.
