Even though it passes the diode test, I am unable to get any voltage reading from a 7805 voltage regulator while it is in a powered circuit.

I replaced the voltage regulator with a new one but the problem persists. I verified that there is power coming from the DC input and that it is reaching other components. I also verified that there is continuity between pin1 and 3 and other components on the PCB, as well as between the middle pin and ground.
 
My crystal ball says your circuit has an error.
