Fd-upp usb pic programmer

hi memebers, i've just completed making the above programmer. when i test with the pickit 2 (troubleshooting) it checks out. however, when i go to program a pic i get a vdd voltage issue. i've tried 3 different pics(16f628a/16f84a) with the same result. i disconnect the data line to the pic and the vdd issue goes away. need some input.

yes, the schematic, etc. is located at FOX DELTA website. funny, i originally contacted the designer and he never replied to my e-mail. o well.
