Is there such a thing as a frequency _multiplier_ circuit for digital clock
signals? For instance, using counters, flip-flops, etc. one sees a lot of /n
circuits for various values of n. How about a *2 circuit?

You can do it with a PLL design, but it will only work over a certain range, the span of the VCO - so you need to design accordingly. The 18F series PIC's have an internal one, so you can use an external 10MHz clock crystal to give a 40MHz clock for the CPU.
