Guide lines for IR transmitter and receiver.....

I am a beginner in designing so i need u guy's help............... I want to design an IR transmitter and receiver of any range(better to have a small range)................ I got circuits for that too.............. But they r not working so just provide me a good circuit and guide me in designing it............... pls..............

The quickest and easiest thing to do is post your circuits on this forum and we will tell you what's wrong, because you already have the parts for the circuits you have built.
