30 feet range to detect passive RFID tags? I'm not sure that's possible? Reading passive tags is usually extremely range limited because the RF signal is supplying power not just information.
From scratch? Not easily, for RFID stuff you generally go with commercial products, there are many out there. If you don't know much about electronics this is not a recommend project to start with.
