HELP no Datasheet on MVA60041VA 40 pin IC

Here is something very strange, you can order this part from China in bucket loads, Its part number is
MVA60041VA its a 40 pin DIP and it is used in the centre console switch pack of a P38 Range Rover 1997
The only trouble is you can not get a datasheet for the part anywhere. I have an awful feeling that the part needs a specaillty programmer and thus replacing it in the circuit board will be a waste of time, maybe I am wrong. Can anyone tell me why I can not get a data sheet companies like MITEL and GPS make the part ,but blowed if I can get any info on it.

Car parts very often use in-house numbers, so there's not going to be a data sheet - it's a specialist private part.
