That is absolutely allowed.

That looks like a transient suppressor diode. Their failure mode when they have suppressed a number of transients that were too large is to fail short-circuit.

You need to disconnect one end (or both) to know if the short circuit is that component.

Use google image search, first do search for vendor symbol (extract just that portion with
image editor) then go for their site/support forums to get complete info.

It's a Vishay semiconductor SS26 schottky diode, from what I can find.
