Help with IC PROG 1.05C message: "Device NOT blank at 0

Starting in the world of uC, I have a JDM's like serial programmer and IC PROG 1.05C to "burn" the 16F84A and 16LF84A; but frequently I receive the notification (when charging the PIC) of "Programming failed at Code Address 0000h!" and, when verifying, even after erasing all the information, got the message
"Device NOT blank at address 000h!".
Please, somebody help me in order to save my PICS or do anything.... :oops: javascript:emoticon(':oops:')

This error message is commonly caused by too little voltage on the MCLR pin, the JDM style programmers are VERY prone to this as they rely on your serial port being above RS232 standard to provide the required voltage.
