Closed captioning is transmitted in a digital format on the last few lines of a TV signal. The lines don't show up because they were designed to fall off the bottom of the screen. If you adjust the vertical sync on a TV that has one so that the picture starts to roll a bit you can see the CC signal at the bottom of the screen.
