I wonder what it is a fake of.

Haxxx. Are you sure that that is the real part number. It could be a manufacturing date code, ie. 23rd week of 2011.
 
It was made in the 23rd week of 1911 and is obsolete.
My father was born in 1911.

this is an Integrated Circuit for rc car.
In my country it is not available.
So i want an alternate.

"Integrated Circuit for rc car." doesn't tell us much. Can you post the manufacturers datasheet?

There is a good possibility that it may be an ASIC, designed and built for a single customer, and not marketed or available to anyone else.

Well. that narrows it down to only a few thousand possibilities. What function does it perform in the car? Is it the only IC, or is it one of a few.

The encoder and decoder in the very cheap toy car are BANG-BANG.
Full speed forward or reverse. You cannot control its speed.
Full right turn or full left turn. You cannot steer it.
