IC in high impedance state ??

Hi,
I would like to know what does it mean when an IC is in high impedance state ?
For example, for IC 74LS244, when pin 1 and 19 is high, then the output is a high impedance state.
 
The high impedance state = no low, no high logic level, the output "disconnected".
 
If you use a logic prob to test the high impedence pin,the led will blink, if you use a oscillator scope to test it, the voltage leve should be a little higher than 0, but much lower than Vcc.
