Ihtfa hv transformer

I Hope To Find Answers regarding this high voltage transformer issue
whenever you are faced with the problem of making a HV transformer you think of few things like:-

1-bobin shape.
2-type of oil/wax/epoxy and which has the maximum breakdown voltage
to put the finished transformer in it.
3-the unanswered topic situation that i always find my self in,as if i were
posting a martian issue.

For (1) bobin shape which of the attached figures(1,2) is better?
,for (2) which material is the most efficient and is there a material that can be used without using vacuum?
and for (3) i have nothing to say.
