Just need some advice on a circuit I am trying to build from here!

I'm trying to build the circuit below to get S-Video from a laptop to a composite TV with better quality than the current passive cable with the 470pf capacitor I use at the moment.

Now when I look at the schematic below that I'm trying to copy, I'm not understanding the VEE reference? Does this mean the VEE is isolated from the rest of the circuit and is a power source negative?

At the moment on the PCB I am drawing up, I've got two independent grounds, the first is from the battery negative, and the second is the ground from the S-Video ground Output!

On my PCB I have kept the 2 grounds isolated from each other with the battery negative only running only to the 12v regulator and the negative input of the LT1364
The ground from the S-Video output , goes to all the GND connectors as shown in the schematic and then straight out the composite side.

Have I read the schematic correctly? or should I make all the grounds common?

Yes the IC U1a is using a plus and minus supply ( relative to the GND)

where did the circuit come from ? what explanation text went along with it ?
