Load regulation is the capability to maintain a constant voltage (or current) level on the output channel of a power supply despite changes in the supply's load (such as a change in resistance value connected across the supply output)
Line regulation is the capability to maintain a constant output voltage level on the output channel of a power supply despite changes to the input voltage level.
Basically it means that the output voltage won't change by more than 1% from the nominal output voltage over its rated input voltage range, and over its output current/load range.
