in terms of delay time or max. frequency wich of this bipolar logic families is better? ALS,S,F or LS....

And from this CMOS families?? HC,AC or ACT

Get the datasheets of a NAND gate and a D flipflop from each family. Look at propagation delay (Tpd) for the NAND gates, and maximum clock frequency (Fmax) for the flipflops. This will give you a pretty good idea of the speed of each family.
The generic NAND is 74xx00. The D FF is 74xx74.
