The schematic is wrong and has parts missing for the second timer in the 556 IC.

Are you the same person who posted this same circuit on another website, or are you another student in the same class?
On the other website the original working circuit was posted that showed an important resistor to TRIG2 and RESET2 and the diode was connected differently.
