Moto quip MQ1232, 12v 6amp battery charging problem

Hi. So I recently bought a Moto quip MQ1232, 12V 6amp battery charger which doesn't work. There's no power coming to the crocodile clamps, no spark or whatsoever and yet the charge indicator comes on when I connect the leads to the battery. I tested the leads using a digital multimeter and there's nothing. Anyone have knowledge of what could be wrong here. I checked the internal fuses and they seem fine..

I think it probably has a protection circuit built in to prevent damage if it is connected with the wrong polarity. It probably needs to see more than about 10 volts of the correct polarity before it attempts to charge the battery. Try connecting an ammeter in series with one of the leads to the battery. You could also get an idea it it was charging by measuring the voltage at the battery terminals. I would expect the voltage to rise from its initial value when the charger is first switched on then slowly increase to about 13.7 volts over time. Depending on the charging algorithm it may rise up to as much as 14.5 volts and then fall back to 13.7 volts.
