Nec c1251c

I have a Pre Heat Timer circuit for a diesel engines glow plugs, their is an 8 pin IC
(NEC C1251C). I can't seem to be able to find a datasheet for this IC.

Not sure if it is an opamp or a timer IC ?

The pre heat circuit should be on for about 20 sec according to the manual but it drops out in about 1 second which is not correct.

Does anyone have some data on this IC or some pin out info as I need to change it to try to get this circuit working.

It appears to be a dual op amp, a LM358 would probably be a good substitute.
