Need circuit...

Do you want the lamp to blink, or just have it temperature controlled ?
 
You could use an NTC(resistance goes down as temperature goes up) thermistor(placed near the bulb) connected in series with a pot(for calibration )and a relay(used to swith the lamp on or off depending on the current going through the relay coil)....so when the thermistor gets hot enough the NC relay is switched open and the lamp turns off, stays off until it gets cool enough and so on.
