You should have a DC voltage on Vdd (presumably 24V?, and PWM pulses on PWM - do you have both of those?.
You have not commented on the bare wire that Musicmanager pointed out in post #5 This could be that problem but without knowing what it is connected to we can't comment about it.
Do the LEDs light up ?
Measure the voltage between the ground and VDD2 wires going to the motor.
Check if the duty cycle of the PWM waveform to the motor changes when the speed control is adjusted. (You will need an oscilloscope to do that test.)

That goes to the battery for charging and getting power while there is no electricity. Led indicates battery charge. one LED 10% two LED 20% so on. No power at all in VDD2. Power adoptor working fine - showing 23-24v DC
