opposite of 4510 Counter

Is anyone aware of an IC that does the reverse of a 4510?
i.e. a binary number presented at the inputs causes a pulsed output controlled by a clock.
If I present a 5 at the inputs (0101) the output would produce 5 pulses whose duration/timing would be controlled by a clock input.
Thanks in advance for the help!
 
You might look for fixed frequency PWM generators, but I'm not sure of any that take binary inputs to determine output frequency though.
 
A programmable divider puts out a pulse rate that is fc/n, where n is the binary number at the inputs.
A broadside loadable down-counter is similar to the above.

A binary rate multiplier might be what you are looking for
