How would anyone go about controlling switches and relays using a pc?

There are plenty of ways, here is a simplistic example for timed relay control

Do you have Visual Basic? There is a library out there that lets you toggle bits of the Parallel Printer Port. You can also input bits via the PPP status bits.

I have turned things on and off before through the parallel port with a perl script. Also, this was posted a little while ago by Vizier87:

It looked pretty interesting. I think SparkFun also make a similar kit.
