PIC vs. EEProm?

Ok. I am wanting to probably buy, not put together, a programmer. I'm into Amateur radio and I'm trying to build a digipeater, however it needs a new eeprom or program burned to an eeprom, if that is even the correct terminology.

My question is this, what is the difference between a PIC and an EEProm. Can a pic programmer burn an EEPROM or vice-versa. Please overlook my stupidity and offer me an educated answer.

Yes, an eeprom is just memory wich can be reprogrammed with electronic signals.

A PIC is a little computer, capable of running a program
