PIC xbox question

I'm new to the world of PIC and had a few question. I'm trying to add a power on/off button to my xbox remote. Here's the website that describes the process https://xirremote.tripod.com/. So my questions is where can I find a good programmer that can write to PIC16f628 in LVP mode. I was also wondering if anyone could directs my to some site with more info on PIC programming
