And How To Use The Programmer?

Search for JDM or PonyProg. They tend to be very unreliable though.

Lookup the PicKit2 from the 16f manufacturers site. Microchip Technology Inc. - a Leading Provider of Microcontroller and Analog Semiconductors

Schematic is in the manual.

Oh, and you'll need a USB to serial/parallel converter as it's a USB device.
