PIC16f877A programer initialize error

I welded programmer for PIC16f877a.I used WINPIC for loading.But when i connect programmer using the serial cable it says "cannot initialize programer".I also when i used another software it said "serial communication error".In both situations LED was lighted once i press initialize tab even it say cannot initialize.
