I've been reading the datasheet but can't see where it says what voltage are required for a high input, and what it outputs as a high. is it dependant on the supply voltage?

It's simply logic levels, it's not guaranteed to be at a specific point - just consider LOW as near 0V and HIGH as near 5V - it's rare you would need to take anything else in to consideration.
 
It's in every datasheet. Check the "Electrical characteristics" section.
