How well do these types of capacitors work if they are not polarized? Specific circuit would be C1 in the following oscillator circuit.

Not sure I understand your question "How well do these types of capacitors work if they are not polarized?". Tantalum and other electrolytic capacitors are polarized (can only accept voltage of one polarity) unless it is a special non-polarized type that is actually two polarized caps connected back-to-back in one package. They do not work for frequency determining capacitors that see AC signals of both polarities such as C1, thus C1 should be a non-polarized capacitor (film or ceramic) for proper circuit operation.
