Printing problems??

using express pcb. have done lots of times but can't figure out what I am doing wrong?
have a circuit board design and trying to do test prints but they keep coming out smaller than needed?
printed a different board and it come out just fine.
its one of those days I guess.

I remember reading some where (but not by who) when this happens to turn into a PDF file first. Then you can adjust size, when you print.
 
ALL I ended up doing was using a file that produced the correct size. Made mods, printed, etched. Now going to GANG drill all 12 boards at once.
drilled some reference holes (3 per board) then etched. going to screw to a piece of wood then drill out all the holes.ALL 56 holes.
As a bonus, when I unwraped a pack of 1/2 oz boards I got from Pulsar about a year ago, It had 3 boards, not 2 as the package states. OH BOY more PCboards. Thank God they are single sided. Should work for 2x as well I think??
