Programmable on and off timer using atmega8/328p microcontroller

Hi, I designed a circuit which I saw on Kiyani's lab on how to make a programmable ON/OFF timer. the circuit turns on but the time can't be set when the push button is pressed and, I don't know if it is as a result of the Arduino code or the connection made. please I need help.
