Primary inductance must be big enough to keep shunt current (or ripple in a switcher) down to a tolerable level, but low enough to prevent an oversized part physically. Tight coupling is especially important in a switcher, but makes achieving high voltage isolation more difficult. Winding resistance is a matter of IsquaredR loss vs. physical size of the finished transformer!
